I have been to many states in the USA from East to West and to many countries in Asia. I have been to Europe and to the Middle East. There is only one country that can parallel if not exceed Japan's orderliness, and poka yoke enforced discipline in the public systems. I am talking about 5S implementation on their public transport, public parks, Train and bus station, highways and streets.
Their tenement housing which are now called condominiums; which I believe they copied from the blueprint of Marcos'es planners are not degrading as much as what I saw in Taiwan and even in Hong Kong and Macau. They are well maintained and relatively clean.
There are no electric posts and no overhead wiring. There are no billboards and the grasses are always mowed. Public plazas are a sight to behold as if they are part of a well maintained golf course. Public toilets don't stink and have continuous supply of tissue paper. Though in some establishments you have to pay 20S$ to pee.
Those who want to implement 5S and TPM in their companies may well take their TPM 5S Coordinators and leaders in the streets of Singapore to see how a country , the whole country and its systems move and flow in 5S and TPM!
